If you can open the PDF: File → Print → Save as PDF. The new PDF is unprotected because printing creates a fresh copy. Works for permission-locked PDFs only.
Drag the PDF into Chrome → Open → Print (Ctrl+P) → Destination: Save as PDF → Save. Same principle as above — creates a clean, unprotected copy.
